Assessment of the quality of the technical state monitoring system special purpose telecommunication networks

The article examines the quality of the system for monitoring the technical condition of communication technology, which is characterized by a set of essential properties, both structural and properties of the measurement information collection process implemented by it (operationality, completeness, resource consumption), which determine its suitability for targeted application for telecommunications monitoring. The evaluation of the quality of the system for monitoring the technical condition of communication equipment will allow us to consider the expediency of its application in the appropriate form as a subsystem of the automated communication management system of the operational association.
The study of the process of collecting measurement information, its essential properties and factor analysis will allow to determine the efficiency of the functioning of such a system to achieve the goals related to solving the tasks of technical support of communication and ACS. In turn, the availability of information about the properties of the SM allows to formulate conclusions about the quality of the communication management system.
Also, the article presents a model for assessing the quality of the CM of the technical condition of TZ and ACS of special purpose telecommunication networks. The quality of the system is evaluated on the basis of three essential properties of the BI collection process implemented by it: responsiveness, completeness, and resource consumption. A method for assessing the completeness of the BI collection process is proposed, which takes into account the completion of each operation and weighs them according to their relative importance. On the other hand, resource consumption by the process is estimated taking into account the resource consumption ratio.
