PREREQUISITES FOR THE DEVELOPMENT OF THE STARTUP ECOSYSTEM IN UKRAINE TAKING INTO ACCOUNT INTERNATIONAL EXPERIENCE

Abstract

The article examines the theoretical foundations of the regulation of startups’ development, in particular, the concept of the ecosystem of startups and the priorities of the regulation of startup entrepreneurship development, taking into account the international experience. The article examines the concept of a startup ecosystem as a regulation of startup entrepreneurship development, defines a set of purposeful measures of various levels aimed at stabilizing or improving the business climate. The views of socio-economic development in the context of the transformation of philosophical and economic paradigms were studied, and confidence was formed in the importance of innovative entrepreneurship for development and the need to regulate its development through a hierarchical open system of incentives, tools and forms. The key to creating an effective ecosystem of startups’ development is the effective interaction of subjects at every level, where international organizations, clusters and developed countries with large capital markets operate, creating a global favorable environment of both regulatory and business climate, as well as the exchange of experience with leading countries. In the article have been determined the contribution of startups to the development of Ukraine's economy at various stages - from formation to functioning in conditions of a pandemic and full-scale Russian aggression. The main problems and prospects for the development of the startup ecosystem in Ukraine are identified, in particular, taking into account the conditions of extraordinary challenges. Special attention is paid to international start-up entrepreneurship. State startup support programs and private funding institutions were
analyzed. It was established that in the crisis economic conditions of the pandemic and the RussianUkrainian war, the majority of Ukrainian startups continued their activities and adapted to the new conditions, Ukrainian entrepreneurs, thanks to the flexibility of the startup business, are able to quickly reorient themselves to meet new urgent socio-economic and military needs.
